Under the direction of Chief Administrative Officer (CAO), the Child Care Specialist is responsible for all aspects and requirements of this federally subsidized child care program. The Child Care Specialist is responsible for directing, planning, coordinating implementing and evaluating the Child Care and Development Fund (CCDF) Program. The Child Care Specialist will provide leadership in outreaching targeted communities under the program; will serve as a liaison between North Fork Rancheria (NFR) tribal families and the Administration for Children and Families; provide continuous support to tribal families in search of child care subsidies; and be responsible for research and gathering data for the implementation of the program.
ESSENTIAL JOB FUNCTIONS
• Contract with Childcare providers as approved through CCDF Tribal Proposals.
• Attend and present at Tribal Council meetings the CCDF program report.
• Create educational materials for CCDF families and providers.
• Attend State and local education agency meetings.
• Provide technical assistance to parents and child care providers.
• Reviews all CCDF contracts for CAO approval;
• Design a monitoring system in order to review non-licensed child care provider homes in order to make improvement plans;
• Design a system of internal review process for client files in order to assure compliance with grant mandates and federal regulations.
• Assuring that Quality Improvement activities are designed and carried out on behalf of North Fork Rancheria, as prescribed by the CCDF grant;
• Track Quality Improvement activity spending so that the 4-9% requirement is met annually;
• Advises CAO on final decisions on eligibility for CCDF applicants;
• Verify CCDF timesheets and prepare payment voucher for CAO approval;
• Assists Fiscal with preparing annual reports to the Administration for Children and Families (Region IX);
• Collaborate with local childcare resources and school districts and other childcare programs.
• Participates in training and/or arrangement of training for parent/providers or Head Start staff.
• Travels to sites when necessary to meet with Tribal contacts, outreach consultants, parents and/or providers.
• Carries out goals, policies and activities designed to implement objectives for the program (as stated in the Tribal plan);
• Seeks input on the Tribal Plan with the CAO & Tribal Council, parents and child care providers, and reports results to the CAO;
• Designs the quarterly article for North Fork Rancheria newsletter;
• Provide families with nutrition, health/safety and food safety information.
• Regular and predictable attendance.
• Other duties as assigned.
• Maintain a valid, unrestricted California Driver’s license and ability to be insurable under NFR’s automobile insurance. If employee has a valid license from another state, he/she must obtain a CA license within 2 months of hiring date.
• Position requires occasional overnight travel within NFR’s service area. Requires ability to drive up to 7 hours a day.
• An Associate’s degree in any social science or humanity field; or in the process of completing their AA degree with four (4) years’ experience providing social service support services to low-income families having diverse ethnic and cultural backgrounds or any equivalent combination of education and experience that could likely provide the required knowledge, skills and abilities to perform the duties.

• Ability to effectively and efficiently evaluate program objectives.
• Knowledge of Microsoft Office Suite of Programs and other basic computer functions.
